Who cuts the lawn/easements that are owned by the town but are connected to an owner’s property?The property owner is responsible for helping the county maintain these areas.

Who cuts the lawn and cares for trees on HOA common property?The HOA will pay to maintain these locations.

Who cares for the sidewalks?The property owner maintains the sidewalks. They will remove snow, ice, leaves, etc. from these areas within 24 hours.

Can I cut a tree from my property?No. Tree removal, unless the tree is deceased, must be approved by the town. They may require that you re-plant a tree on your property. It may not be placed on HOA owned property without architectural approval.

Who has to remove snow and ice from my sidewalk and the end of my drive?The homeowner.

Who maintains our roads during winter storms?The town of Hampstead provides snow plowing services. They cannot “clear the end of your drive”. They ask that we please NOT park in courts, cul-de-sacs or along streets marked no parking during snow events. The HOA asks that you park in your designated drive or parking spots, and NOT on the public streets, when possible. This allows the plow to clear a wider path and prevent snow piles on our streets.

Who maintains HOA properties after storms?The HOA will provide storm clean-up on HOA owned common property.

Can we fish at the pond?Yes, as catch & release.

May we use paddle boats, boats, ice skate, swim or wade at the pond? "No. The police will be notified of any of these activities due to personal safety issues.

How many animals may I have?You are allowed a maximum of 2 dogs and 2 cats/small animals.

What are some of the things that I need to take care of on the exterior of my home?You must maintain the exterior appearance of the home; i.e., wood trim, shutters, siding, fences, decks staining, lawn trimming, power washing, shed painting to match the exterior of the home and neatly trimming exterior landscapes.

Where can I park?You may park in your drive, assigned parking spaces or on public streets. You may not park overnight at any community lots such as the pavilion.

When & where are the HOA meetings? Who can attend?The meetings are the 3rd Thursday of the month at the Town of Hampstead Office, 1034 S Carroll St, Hampstead, MD 21074. Any HOA resident may attend.

Who may vote in the HOA elections?Any property owner that is in good standing. You must NOT be in collections nor anyone in discussions w the attorney regarding violations. These matters are addressed with the property management company or the attorney’s office. Once you are in good standing, you are then allowed 1 vote in the election.

How many board members do we have in the RF Board?We must maintain 4 members but may have up to 5.

What are the dates for yard waste?Yard waste is picked up every Monday from the first Monday in April to the third Monday in December. Per Town Code, "yard waste consists of grass clippings, hedge clippings, tree branches smaller than four (4) feet in length and less than two (2) inches in diameter, leaves and other waste as may be generated from a residential gardening operation" (Chapter 73-2, Definitions). Branches must be bundled and tied up in arm-full loads. Lawn clippings, leaves and other yard waste must be placed in Kraft Paper Bags or a clear trash can. (The trash can must be completely transparent and have a drainage hole added to the bottom. Clear trash cans may be purchased online at https://www.webstaurantstore.com/continental-3200cl-huskee-32-gallon-clear-ingredient-bin-trash-can/6902632CL.html Yard waste placed in regular trash cans will not be collected. Residents should place yard waste curbside on the Sunday evening before pickup. Please call Town Office at (410) 239-7408 if you have any questions.

When is bulk trash?Bulk trash is always the third (3rd) Saturday of March, July and October. They will not pick up paint (paint cans must be filled w/kitty litter to be taken away), motors, Freon, tires, oil, Car Batteries, or hazardous materials.

When is Xmas tree pick-up?Christmas trees are picked up on the first two Mondays after New Year's Day. Trees are recyclable items so they MUST be cleaned of all ornamental decorations and trimmings. Residents should place trees curbside the Sunday evening before pickup.

What amenities are available in our neighborhood?There is a resident playground at the corner of Boxwood Drive and Century Street. It is play at your own risk. A pavilion is attached that may be used by our resident. Picnic tables have been provided. You may NOT have an open fire in this area. There is also a tennis court available to the residents. You may obtain a key through Cascade to open the lock. We ask that you lock the facility when you leave and do not give other’s your key. The key is $20 to obtain a copy. The money will be reimbursed if you move and return the key. We are allowed to use the playground facilities at Spring Garden Elementary school. Please respect their property and equipment. Dogs are not allowed. If we do not abide by their rules, we may lose our privileges at their facility.
